Something like that. It was built at the receiving end of an aquaduct, hence it celebrated bringing "fresh water" to the populace.

Actually, it's not that old (he said dryly). The original was built c. 26 BC, but this is the rebuilt version -- of 125 AD. (from Wikipedia)
Yup, "only" 1900 years old.

After people broke through the outer facade in order to steal the stone for other building projects, the Popes c. 1700 built brick "restorations" at the two open ends, which effectively sealed the ends and made it harder for people to steal the stone.
